Auswirkungen der Bürgerversicherung auf die Beschäftigung in der gesetzlichen und der privaten Krankenversicherung

Abstract

Im Gutachten werden die Auswirkungen der Bürgerversicherung auf die Arbeitsmärkte der gesetzlichen Krankenversicherung (GKV) und der privaten Krankenversicherung (PKV) untersucht. Ausgangspunkt sind aktuelle politische Konzepte zur Einführung der Bürgerversicherung. Der Autor zeigt, dass die Herausforderungen eines Übergangs in ein neues Krankenversicherungssystem beträchtlich sind: Gestaltungsanforderungen ergeben sich durch die unterschiedliche Struktur der Arbeitsmärkte und Geschäftsprozesse von GKV und PKV. Arbeitsmarkteffekte ergeben sich ferner aus dem (nicht exakt vorhersehbaren) Entscheidungsverhalten von Versicherten und Versicherungsunternehmen nach Einführung der Bürgerversicherung. Insgesamt gibt der Bericht damit Hinweise für die Ausformulierung und Weiterentwicklung von Konzepten zur Einführung einer Bürgerversicherung, die Beschäftigteninteressen dezidiert in den Blick nehmen.
