Rahmenbedingungen der Weiterentwicklung des Dualen Systems beruflicher Bildung

Abstract

Die Expertise fragt danach, welche bildungspolitischen Konsequenzen sich aus Europäisierungsprozessen, aus neuen Produktionskonzepten und aus Zugangsbarrieren zur Ausbildung für das Duale System beruflicher Bildung und seine Weiterentwicklung ergeben. Sie setzt sich kritisch mit aktuellen Diagnosen auseinander, die Modularisierung in Form von 'Ausbildungsbausteinen' (Euler/Severing) oder Akademisierung in Form der Stärkung des schulisch-akademischen Bildungstyps (Baetghe/ Solga/Wieck) für Königswege aus der Krise dualer Ausbildung halten.Dem beruflich-betrieblichen Bildungstyp wird ein hohes Zukunfts-Potential attestiert. Gleichzeitig wird das Duale System in seiner bisherigen Verfasstheit als vom allgemeinen Bildungssystem getrenntes, nah bei Betrieb und Arbeitsmarkt angesiedeltes Sonder-System als wenig zukunftsfähig angesehen. Gerade die Unverzichtbarkeit des Lernorts Betrieb, so die Expertise, erfordere eine bildungspolitisch verantwortete Verteilung dieses 'knappen Gutes'. Ein Ansatz, der sich auf die Weiterentwicklung des Dualen Systems beschränke, ohne weitere Formen beruflicher Bildung und das Bildungssystem als Ganzes in den Blick zu nehmen, sei verfehlt.Erstellt wurde die Expertise von der Sozialforschungsstelle, TU Dortmund in Zusammenarbeit mit dem DJI - Deutsches Jugendinstitut München.
