Abstract

Wirksame Strategien und Maßnahmen für die Gleichstellung der Geschlechter setzen gute Kenntnisse über die Situation der Lebens- und Arbeitsbedingungen von Frauen und Männern voraus. Eine nach Geschlecht differenzierte Datenbasis ist für alle Politikbereiche auf allen Ebenen eine zentrale Voraussetzung für gezieltes und praxisbezogenes Handeln. Doch diese Informationsbasis ist oft nur lückenhaft verfügbar und nicht öffentlich zugänglich. Zwar gewinnt die Kategorie Geschlecht in zahlreichen Analysen und Publikationen an Bedeutung und ermöglicht fundierte Aussagen zu Teilaspekten der Gleichstellungspolitik. Will man jedoch umfassend den Fragen nachgehen, was in der Gleichstellungspolitik erreicht ist und in welchen Feldern und in welchen Regionen Handlungsbedarf besteht, muss man sichauf einen mühsamen Such- und Auswertungsprozess begeben. Im Auftrag der Hans-Böckler-Stiftung haben Mechthild Kopel, Wert.Arbeit GmbH, und Gerhard Engelbrech, IAB, die Machbarkeit des Gender-Index für Deutschland erprobt. Hierzu haben sie die Grundidee eines Gleichstellungsindex - eine Praxis in Schweden - übernommen. Ein Gender-Index ermöglicht eine Einschätzung der gleichberechtigten Teilhabe von Frauen auf dem Arbeitsmarkt in den Regionen anhand ausgewiesener Indikatoren. Er stellt geschlechtspezifische Daten auf regionaler Ebene zur Verfügung.
