Subventionierung elektronischer Geldbörsen durch staatliche Geldschöpfungsgewinne

Abstract

Das Papier analysiert, wie sich die Einführung elektronischer Geldbörsen (multi-purpose prepaid cards) auf die Geldschöpfungsgewinne der Zentralbank und der Kreditinstitute auswirkt. Es wird gezeigt, dass durch die elektronischen Geldbörsen eine Umverteilung zu Lasten der Zentralbank und zu Gunsten der Kreditinstitute induziert wird. In Deutschland ist die Geldkarte die elektronische Geldbörse mit dem größten Marktpotential. Nach ihrer Einführung könnte sie eine Umverteilung von 365 Mio DM jährlich bewirkt werden. Ist eine Subventionierung elektronischer Geldbörsen politisch unerwünscht, so bietet der Bargeldäquivalenzbetrag einen marktkonformen Lösungsweg, diese Umverteilung zu korrigieren. Der Bargeldäquivalenzbetrag wäre als zinslose Einlage nach Maßgabe eines Prozentsatzes auf den Guthaben der elektronischen Geldbörsen bei den Zentralbanken zu halten und würde damit das tatsächliche Umverteilungsvolumen steuerbar machen.
