Dynamisierung der Pflegeleistungen: Vergangenheit - Gegenwart - Zukunft

Abstract

Seit ihrer Einführung ist die Leistungsvergütung der Pflegeversicherung in ihrer Höhe unverändert geblieben. Orientiert an der allgemeinen Preisentwicklung bedeutet dies eine reale Abwertung des Versicherungswertes. Im Rahmen dieses Beitrags soll anhand von Daten aus der Hilfe zur Pflege - jene Sozialhilfekategorie, die vor Einführung der Gesetzlichen Pflegeversicherung den Pflegefall abdeckte - ein Dynamisierungsparameter ermittelt werden, der dem Erhalt der Kaufkraft der Pflegeversicherungsleistungen dient. Zudem werden die Auswirkungen der mittels diesen Faktors abgeleiteten kaufkrafterhaltenden Pflegeversicherungsleistungen auf die künftige Entwicklung des Beitragssatzes aufgezeigt.
