Kurzexpertise zur Inanspruchnahme der Förderung von Forschung und Entwicklung

Abstract

Die Expertenkommission Forschung und Innovation (EFI) hat das DIW Berlin und den Stifterverband für die Wissenschaft (SV) beauftragt, eine Kurzexpertise über den finanziellen Umfang der Förderung von Forschung und Entwicklung (FuE) und Innovation zu erstellen. Ziel der Analyse ist es, einen quantitativen Überblick über den Umfang der öffentlichen Förderung zu erarbeiten. Dabei soll auch die Verfügbarkeit von Informationen über die Inanspruchnahme öffentlicher Mittel dokumentiert werden, die im Rahmen von Programmen zur Förderung von FuE und Innovation bereitgestellt werden. Angesichts der kurzen Bearbeitungszeit kann kein ausgefeiltes Gutachten erwartet werden. Vielmehr wird eine belastbare Datensammlung mit kurzen Erläuterungen erstellt. Im ersten Teil der Studie (Kapitel 2) wird auf der Basis der beim Stifterverband geführten FuE-Statistik untersucht, welche Finanzierungsbeiträge der Staat zu Forschung und Entwicklung im Wirtschaftssektor leistet. Im zweiten Teil (Kapitel 3) untersucht das DIW Berlin anhand verfügbarer Statistiken Struktur und Entwicklung der Ausgaben des Bundes zur Förderung von Wissenschaft, Forschung und Entwicklung und stellt diese ausgewählten Strukturmerkmalen im verarbeitenden Gewerbe gegenüber.
