Ausgaben für die Dekarbonisierung

Abstract

Dieses Papier gibt einen Überblick zu den Ausgaben, die von 2021 bis 2030 für die Dekarbonisierung entlang des im Klimaschutzgesetz festgehaltenen Emissionspfads nötig sind. Diese belaufen sich auf ca. 47 Mrd. Euro pro Jahr. Der Großteil der Gelder fließt den Schätzungen nach in die Förderung privater Investitionen und in die Abschaffung der EEG-Umlage. Die benötigten staatlichen Investitionen für den öffentlichen Nah- und Fernverkehr sind nur schwerlich durch private Mittel zu ersetzen. Will man öffentliche Bedarfe reduzieren, geht es also weniger um eine Substitution öffentlicher durch private Gelder und mehr um die Entscheidung zwischen Förderung und Ordnungsrecht.
