Reformagenda 2005: die Vereinten Nationen an einer historischen Weggabel

Abstract

2005 könnte zum entscheidenden Jahr für die Erneuerung der Vereinten Nationen werden. Seit langem hat es keine derart günstige Reformkonstellation gegeben. Auf einer Konferenz der Staats- und Regierungschefs im Herbst bietet sich die historische Chance, kooperative Lösungen für zentrale Konfliktfelder der globalen Politik zu identifizieren und die Weltorganisation für die Herausforderungen des 21. Jahrhunderts fit zu machen. Auf der Tagesordnung steht nicht weniger als die Neuvermessung der Fundamente für einen wirksamen Multilateralismus, damit Sicherheit und Wohlstand, Nachhaltigkeit und Gerechtigkeit für alle Menschen auf diesem Planeten Realität werden. Die Bundesregierung sollte die Dynamik der kommenden Monate nutzen, um eine Führungsposition bei der Weiterentwicklung der internationalen Strukturen zu besetzen. Dafür sind frühzeitige, strategisch platzierte Beiträge erforderlich. Wenn die Staaten im Jahr 2005 nicht wesentliche Erfolge erzielen, wird sich auf lange Zeit in den Vereinten Nationen nichts mehr bewegen. Ein Fehlschlag der Konferenz würde die Gegensätze zwischen Arm und Reich, zwischen Nord und Süd verschärfen und die globale Stabilität gefährden.
