Staatlichkeit und Governance im Vorderen Orient: Herausforderungen in Nahost und Nordafrika

Abstract

Hauptursache stagnierender menschlicher und ökonomischer Entwicklung im Vorderen Orient, also in der Region von Marokko bis Iran, sind politisch-systemische Faktoren. Die Dauerhaftigkeit autoritärer Herrschaft gründet dort auf nichtdemokratischer Legitimität (Wohlfahrtsleistungen, Ideologie und Tradition/Religion). Hinzu tritt eine mächtige wirtschafts- und sicherheitspolitisch bedingte Interessenkonvergenz zwischen externen Akteuren und den autoritären Regimen am Erhalt des politischen Status quo. Staatliche Dienstleistungen bleiben daher hinter dem Entwicklungspotenzial der Region zurück, während das Gewaltmonopol häufig vom Staat missbraucht wird. Politische Systemwechsel beinhalten Instabilität und Unsicherheiten; daher sollten externe Akteure zunächst innerhalb der gegebenen systemischen Bedingungen auf eine Verbreiterung öffentlicher Räume für nichtstaatliche Akteure, auf die Inklusion oppositioneller Gruppierungen ins politische System sowie auf eine weniger repressive Anwendung des Gewaltmonopols hinwirken.
