Staatlichkeit und Governance: Herausforderungen in Südasien

Abstract

Im Unterschied zu einigen anderen Regionen deutet der langfristige Trend für Südasien – die Gesamtheit der Länder Afghanistan, Bangladesch, Bhutan, Indien, Malediven, Nepal, Pakistan und Sri Lanka – nach 1991 nicht in Richtung mehr Demokratie. Die bedeutsame Ausnahme ist Indien, wo sich demokratische Strukturen behaupten. Politische Instabilität und gewaltsame Konflikte sind häufig; die vollständige Durchsetzung des Gewaltmonopols bereitet fast allen Ländern Probleme. Demokratische Legitimation wird von vielen Menschen eingefordert, faktisch existieren demokratische, religiöse und ideologische Formen der Legitimität sowie Klientelismus nebeneinander. Während Kompetenz für makroökonomische Regulierung fast überall zunimmt, gibt es in den Bereichen Sicherheit, Rechtswesen und soziale Wohlfahrt in den meisten Ländern große Defizite. Wirtschaftliches Wachstum bietet Spielräume für Politiken des sozialen Ausgleichs und nachhaltiger Entwicklung, die noch unzureichend genutzt werden.
