Staatlichkeit und Governance: Herausforderungen in Zentralasien und im Südkaukasus

Abstract

Autoritäre Herrschaft, schlecht funktionierende Rechtssysteme und eine verfallene Bildungs- und Gesundheitsinfrastruktur dominieren das Bild in den ehemaligen Sowjetrepubliken Zentralasiens und des Südkaukasus. Allerdings hat sich die Region seit der Unabhängigkeit uneinheitlich entwickelt. Im Südkaukasus konnten zwei leidlich funktionierende Demokratien entstehen, während in Zentralasien teils repressivere, teils liberalere autoritäre Regime vorherrschen. Autoritäre Herrschaft wird dabei von traditionellen gesellschaftlichen Beziehungsmustern, korrupten Herrschaftspraktiken und zum Teil sehr repressiven Machtapparaten gestützt, gegen die sich Elemente demokratischer Machtkontrolle schwer tun. Das Engagement externer Akteure in der Region richtet sich auf die Themen Sicherheit, Energie und Demokratieförderung. Zwischen den Interessen der Mächte Russland, USA und China in der Region könnte Europa in Zukunft eine wichtige Rolle als moderierende Kraft mit einer Agenda einnehmen, die Kooperation, Integration und Multilateralismus in den Vordergrund stellt und auf Demokratisierung als langfristiges Projekt setzt.
