Die Reform der Entwicklungszusammenarbeit der Vereinten Nationen: trotz Fortschritten noch ein weiter Weg zu mehr Kohärenz

Abstract

Zahlreiche Organisationen der Vereinten Nationen (VN) sind in der Entwicklungszusammenarbeit (EZ) operativ in Entwicklungsländern tätig. Den VN-Organisationen werden zwar verschiedene Stärken in der EZ zugeschrieben, eine systematische Bestätigung dieser Stärken steht jedoch noch aus. Auch eine Positionierung im internationalen EZ-System basierend auf ihren komparativen Vorteilen müssen die VN-Organisationen noch leisten. Seit Ende der neunziger Jahre wurden Reformen umgesetzt, um die Fragmentierung des EZ-Systems der VN zu beheben und die Arbeit der VN-Organisationen somit kohärenter zu gestalten. Die Empfehlungen des High-level Panel aus dem Jahr 2006 bauen auf diesen Reformen auf. Das Konzept der One UN des High-level Panel wird seit Anfang 2007 in acht Pilotländern getestet. In den zwischenstaatlichen Diskussionen um die Panel-Vorschläge in New York gibt es jedoch vor allem innerhalb der G77 einige Reformblockierer, so dass der Prozess hier stockt.Um die grundlegenden Ursachen der Fragmentierung des EZ-Systems der VN zu beheben, müssen die Aufsichtsstrukturen der VN-Organisationen reformiert werden und die Geber ihre Finanzierung der VN-Organisationen umstellen. Weit reichende strukturelle Änderungen können dabei nur durch eine reformfreundliche Nord-Süd-Allianz vorangebracht werden.
