Abstract

Die Rolle sogenannter Gatekeeper in der digitalen Medienwelt wird aktuell sowohl in Wissenschaftskreisen als auch Netz- und Medienpolitik vehement und kontrovers diskutiert. Gehen von den Gatekeepern der digitalen Welt wie Google, Apple, Youtube, Facebook, Twitter etc. besondere Gefahren fur den ökonomischen und auch publizistischen Wettbewerb (und damit die Meinungs- und Informationsfreiheit) aus? Besteht ein besonderer Regulierungsbedarf oder eine Notwendigkeit, die Meinungsvielfalt und ein qualitativ hochwertiges Informationsangebot durch besondere Rechte wie z.B. ein Leistungsschutzrecht fur Presseverlage oder ein umfangreiches öffentlich-rechtliches Telemedienangebot abzusichern? Und sind Gatekeeper aus ökonomischer Sicht ähnlich wie wesentliche Einrichtungen oder monopolistische Engpässe in den Netzwirtschaften anzusehen und zu regulieren? [...]
