EU ETS und der Lieberman-Warner Climate Security Act: Effizienzunterschiede und Möglichkeiten transatlantischen Emissionshandels

Abstract

Das EU Emissions Trading Scheme (ETS) ist als erstes Emissionshandelssystem auf metastaatlicher Ebene implementiert worden. Die USA haben schon vor Beginn der Präsidentschaft Barack Obamas ebenfalls mit den Planungen eines solchen Systems auf Bundesebene begonnen. Der entsprechende Gesetzentwurf der Senatoren Lieberman und Warner wurde inzwischen weiterentwickelt, bildet jedoch die Basis eines amerikanischen Emissionshandelssystems. Mit dieser Research Note sollen Unterschiede zwischen den beiden Systemen aufgezeigt und beide auf ihre Effizienzeigenschaften hin überprüft werden. Auf dieser Basis wird auch eine Aussage darüber getroffen, inwieweit eine systemische Verknüpfung als Basis eines weltweiten Emissionshandels möglich ist und wo mögliche Ansatzpunkte entstehen könnten.
