Einzelbetriebliche Technologieförderung in Schleswig-Holstein: Eine empirische Studie

Abstract

Im Rahmen der einzelbetrieblichen Technologieforderung gewährt das Land Schleswig-Holstein Zuschüsse für die Entwicklung neuer Produkte und Prozesse. Ziel dieser Förderung ist es, durch Minderung des Entwicklungsrisikos kleinen und mittleren Unternehmen Innovationen zu ermöglichen. Die frühzeitige Identifikation aussichtsreicher Projekte aus der Vielzahl der Förderanfragen kann mit Hilfe von Erfolgsindikatoren sinnvoll unterstützt werden. Um die Unterschiede zwischen erfolgreichen und erfolgsarmen Projekten festzustellen und hieraus Erfolgsfaktoren abzuleiten, werden 89 geförderte Innovationsprojekte aus Schleswig-Holstein mittels der logistischen Regression analysiert. Vier Faktoren haben dabei einen signifikanten Einfluss auf das Projektergebnis: Die Existenz von Kooperationsbeziehungen und Referenzkunden sowie eine umfangreiche technische Beschreibung bei der Antragstellung und eine geringe Anzahl wirksamer Engpässe bei der Projektdurchführung steigern die Wahrscheinlichkeit für einen erfolgreichen Projektabschluss. Den Entscheidungsträgem der Technologieforderung kann damit zwar keine „Batterie" von Erfolgsfaktoren zur Identifikation aussichtsreicher Projekte bereitgestellt werden. Gleichwohl sollten die wenigen bekannten, signifikanten Erfolgsfaktoren systematisch bei der Projektbeurteilung herangezogen werden.
