Alternative Systemgestaltungen der gesetzlichen Krankenversicherung: Erste Ergebnisse einer modellgestützten Analyse mit FINGKV

Abstract

Das System der Krankenversicherung hat einen explosionsartigen Ausgabenanstieg in den 70er Jahren hinter sich. Kostendämpfende Bemühungen haben Erfolge gezeigt, doch es mehren sich die Anzeichen für eine neue Beschleunigung des Wachstumstempos. Eine Reformierung ist nicht nur unter finanzpolitischen, sondern auch unter sozial-, ordnungs-, Wachstums- und verteilungspolitischen Aspekten unausweichlich. Die Betrachtung wird im folgenden auf die GKV (Gesetzliche Krankenversicherung) beschränkt, in der ca. 94% der Bevölkerung versichert sind. Die Reformvorschläge für die GKV sind zahlreich. Sie knüpfen zum einen an die Beziehung Versicherung - Versicherte, zum anderen an die Beziehung Versicherung - Leistungsanbieter an, sofern nicht das Krankenversicherungssystem insgesamt reformiert werden soll.
