Abstract

Tässä selvityksessä tarkastellaan, miten Euroopan yhteisöjen keskeisistä toimielimistä koostuva päätöksentekojärjestelmä toimii nyt ja lähivuosina. Jäsenmaat pyrkivät yhteisen päätöksenteon avulla edistämään valituilla taloudellisen ja poliittisen toiminnan alueilla yhteistoiminnasta saatavaa etua. On luovutettu osa päätöksenteosta yhteisten toimielinten toteutettavaksi. Yhteistyön ulottuvuus on huomattavan suuri. Se perustuu monasti määräenemmistöpäätöksiin. Maastrichtin sopimus laajentaa yhteistyön ulottuvuutta. Kun Suomi on jättänyt hakemuksensa Euroopan yhteisöjen jäsenyydestä, on mielenkiintoa sillä, miten asioista päätetään yhteisön sisällä. Keskeisillä toimielimillä ja niihin kuuluvilla valmisteluorganisaatioilla on merkittävä rooli yhteisiä päätöksiä toteutettaessa. Päätösten muotoon voidaan vaikuttaa tuolloin mm. komiteakäsittelyn yhteydessä. Tärkeät päätökset ratkaistaan tai vahvistetaan kansallisvaltioiden poliittisista päättäjistä, ministereistä koostuvassa neuvostossa. Uudet valtiosopimukset tai vanhojen muutokset alistetaan kuitenkin jäsenmaiden hyväksyttäviksi.
