Viron maksujärjestelmä ja sen kehittämistarpeet

Abstract

Tässä selvityksessä esitetään katsaus maksujärjestelmien yleispiirteisiin, luonnehditaan lyhyesti Suomen maksujärjestelmää sekä kuvataan Viron maksujärjestelmän nykypiirteitä ja tulevaisuuden näkymiä. Tämä raportti sisältää kolme lukua. Ensimmäisessä luvussa käsitellään maksujärjestelmien yleispiirteitä, esitetään eri mallit clearingin suorittamiseksi ja kuvataan katteiden siirtoa brutto- ja nettoperiaatteella toimivissa järjestelmissä. Samoin tarkastellaan kysymystä, minkälaisia riskejä maksujärjestelmät sisältävät ja millainen on keskuspankin rooli maksujärjestelmien toiminnassa. Toisessa luvussa kuvataan Suomen maksujärjestelmää ja siihen liittyvää maksuliike-clearingia. Kolmannessa luvussa tarkastellaan Viron maksujärjestelmää. Aluksi tuodaan esille sen historialliset erikoispiirteet ja sen jälkeen kuvataan nyky tilannetta. Erikseen tarkastellaan maksuliike-clearingiä, sen puutteita ja tehostamisen tarvetta. Luvun lopuksi esitetään Viron pankki- ja maksujärjestelmän kehitysnäkymiä. Tärkeimmät esiin tulleet näkökohdat on koottu selvityksen yhteenvetoon.
