Keskuspankkien riippumattomuus: Kansainvälinen vertailu

Abstract

Selvityksessä tarkastella keskuspankkien riippumattomuutta ETA-maissa ja muutamassa muussa maassa. Keskuspankit ovat erittäin itsenäisiä Chilessä, Saksassa ja Sveitsissä. Itävallan, Suomen ja Yhdysvaltain keskuspankit ovat myös varsin riippumattomia hallituksista, ja Ruotsin keskuspankin tilanne ei oleellisesti poikkea näiden maiden keskuspankki en tilanteesta. Tarkastelun muissa maissa keskuspankit ovat vaihtelevassa määrin epäitsenäisiä. Esimerkiksi Alankomaissa, Australiassa, Belgiassa, Tanskassa ja Uudessa-Seelannissa keskuspankeilla on jonkin verran itsenäisyyttä. Espanjan, Kreikan, Norjan, Portugalin ja Ranskan keskuspankit ovat sen sijaan erittäin riippuvaisia hallituksista. Irlannin, Islannin, Ison-Britannian, Italian, Japanin ja Kanadan keskuspankit sijoittuvat näiden kahden ryhmän välimaastoon.
