Suomen sosiaalivakuutusjärjestelmä ja sen kokonaistaloudelliset vaikutukset

Abstract

Tässä selvityksessä käsitellään suomalaista sosiaalivakuutusjärjestelmää ja sen kokonaistaloudellisia vaikutuksia. Sosiaalivakuutusjärjestemän osuus bruttokansantuotteesta on tällä hetkellä noin neljännes, ja runsaan neljänkymmenen vuoden kuluttua sen osuus on reilu kolmannes, joten aihepiiri on potentiaalisesti varsin tärkeä. Selvityksen deskriptiivisessä osassa tuodaan esille järjestelmän monivivahteisuus, ja kiinnitetään huomiota järjestelmän rahoitukseen ja rahastoitujen varojen aika ajoin negatiiviseen reaalituottoon. Kokonaistaloudellisia vaikutuksia arvioivassa osassa kiinnitetään huomiota nykyisen järjestelmän taloudellisten voimavarojen kohdentumista vinouttavaan ja rahapolitiikan tehoa sekä kotitalouksien säästämisastetta alentavaan vaikutukseen. Näitä kielteisiä vaikutuksia voitaisiin vähentää muuttamalla työeläkejärjestelmän takaisinlainaus markkinakorkoiseksi ja tukemalla säästämistä yleisellä talouspolitiikalla.
