Abstract

Es ist etwas faul im Staate Deutschland. Unbehagen und Verdrossenheit sind verbreitet. Das geht nun schon seit Jahren und ist mit der Zeit immer noch schlimmer geworden. Das Unwohlsein hängt im Kern mit einem zentralen Befund zusammen. Die Anforderungen an unser politisches System und die Leistungen unseres Systems fallen weit auseinander. Es besteht ein Missverhältnis, besonders bei Reformen: Die mangelnde Fähigkeit "der Politik", Reformen durchzusetzen, steht in scharfem Kontrast zu der gleichzeitig eklatant zunehmenden Dringlichkeit solcher Reformen.
