Zukünftige Entwicklung des Güterverkehrs: Sind Sättigungsgrenzen erkennbar?

Abstract

Seit Jahrzehnten zeigt der Güterverkehr in Deutschland und in den wichtigsten EU-Staaten ein starkes Wachstum, welches seit einigen Jahren das des Perso-nenverkehrs deutlich übertrifft. Diese Wachstumsdynamik des Güterverkehrs wird kritisch gesehen: Die Kapazitätsengpässe in der Verkehrsinfrastruktur wer-den durch den Güterverkehr nachhaltig verschärft. Die Verteilung der Nachfrage nach Güterverkehrsleistungen auf die einzelnen Verkehrsträger ist sehr unter-schiedlich; eine stark einseitige Ausrichtung auf den Straßenverkehr verschärft dort die Kapazitätsprobleme in besonderem Maße. Vor allem im Straßenverkehr stellt der Gütertransport eine bedeutende Quelle für Umweltbelastungen durch Lärm und Schadstoffe sowie auch CO2-Emissionen dar. Insofern aktualisiert sich die Frage, ob in Zukunft Sättigungsgrenzen, vielleicht sogar Rückbildungseffekte, beim Güterverkehr zu erwarten sind. Dieser Frage wird nachfolgend nachgegangen.
