Mogućnost uvođenja kontrolinga u hrvatsku javnu upravu na primjeru općine

Abstract

Primjena kontrolinga u javnoj upravi je područje istraživanja ovog rada. Temeljna svrha rada je istražiti koristi i ograničenja uvođenja kontrolinga u javnu upravu, a cilj rada je predložiti instrumente kontrolinga koji bi pridonijeli povećanju transparentnosti i učinkovitosti u radu javne uprave. Budući da je javna uprava vrlo kompleksna, potreba za većom razinom transparentnosti, stručnosti i znanja u njezinom funkcioniranju postaje sve naglašenija. Zbog toga je u ovom radu kontroling, koji je nositelj stručnosti i transparentnosti u poduzećima, izabran kao instrument pomoću kojeg bi bilo moguće unaprijediti rad javne uprave. U tu svrhu su analizirani najveći problemi javne uprave te su na primjeru općine prikazane prednosti za javnu upravu koje proizlaze iz primjene kontrolinga. Na temelju rezultata istraživanja ponuđena su rješenja primjene kontrolinga kao i konkretni modeli njegove implementacije.
