Desenvolvemento Eólico en Galicia: 1995-2021. Reflexións inacabadas a partir da planificación territorial e dos cambios normativos posteriores

Abstract

Este traballo realiza un revisión do marco normativo que explica a planificación territorial e enerxética da enerxía eólica en Galicia, tentando achegar unha nova perspectiva sobre o estado actual do sector despois de 25 aos de desenvolvemento. Este exercicio intelectual é novidoso no ámbito galego e, se cadra, cun elevado valor social por ser útil para tentar comprender a dinámica de oposición que existe actualmente en Galicia á expandino da enerxía eólica. Facendo unha revisión sistemática da lexislación enerxética e acudindo ás principais fontes de información cuantitativa sobre a enerxía eólica, o traballo realiza unha sistematización temporal da evolución eólica, usando como nexo condutor e aglutinador o impacto socioeconómico desta fonte renovable. O traballo tamén realiza unha reflexión sobre o estado actual do marco normativo galego, chamando a atención sobre algunhas das súas principais eivas que permiten afirmar que o propio sistema está a ser globalmente quebrado por actuacións cando menos xuridicamente dubidosas por parte do regulador.
