Las cofradías del sector pesquero artesanal en Galicia: desafíos y oportunidades

Abstract

Los problemas de gobernanza han tenido un significativo seguimiento en la economía pesquera y, en particular, en las pesquerías a pequeña escala. Dentro de ello, la definición de derechos y reglas y el grado de protagonismo y la forma de participación de los pescadores en los sistemas de gestión son elementos esenciales. En este trabajo analizamos la cuestión general desde la perspectiva de la Economía Institucional y aplicamos el esquema interpretativo al caso de las cofradías de pescadores en Galicia. A estos efectos, hacemos un seguimiento histórico de los principales cambios habidos, revisamos la adaptación a distintos sistemas de recursos característicos en la zona de influencia, y analizamos la adaptación de los propios actores y su estructura organizativa a los nuevos escenarios económicos e institucionales. Desde esta perspectiva, reflexionamos sobre algunos problemas clásicos en estas situaciones, diferenciando tipos de recursos y formas de relación con las administraciones públicas.
