El Contralor de Exportaciones e Importaciones en Uruguay (1941-1959)

Abstract

Entre 1931 y 1959, la economí­a uruguaya estuvo caracterizada por el protagonismo del Estado en materia económico-social y la adopción de medidas (sanción de normas, creación de organismos públicos y público-privados, etc.) para instrumentar el dirigismo estatal. De especial relevancia, dentro de las polí­ticas económicas estatales, fue la defensa de la moneda local y el manejo estatal de las divisas disponibles y que ingresaban al paí­s. En este sentido, Uruguay implementó el sistema de Control de Cambios (mayo/1931), siendo uno de los pilares de esta estructura administrativa el Contralor de Exportaciones e Importaciones, creado a principios del año 1941, luego de 10 años en que se sucedieron distintas oficinas y organismos públicos encargados del manejo del comercio exterior y de la disposición de las divisas provenientes de la exportación de bienes. Este documento analiza el panorama institucional del Contralor de Cambios hacia principios de los cuarenta en que alcanza su consolidación con la creación del Contralor de Exportaciones e Importaciones (enero/1941). Se estudia, en particular, la gestión de este Instituto que actuará hasta fines de 1959, momento en que se eliminó el sistema de Control de Cambios, en su estado más puro, al sancionarse la 'Ley de Reforma Cambiaria y Monetaria' (Ley 12.670, diciembre/1959).
