Abstract

This paper discusses the vulnerability of a domestic economy against the structural situation of its balance of payments and the environment of international capital flows, especially in contexts such as the period of the financial crisis of 2008. To this end we propose the rescue of Keynes’s contributions and central aspects of the monetary economy, especially in the face of changes promoted by financial globalization, which began in the 1970s. The dynamics of balance of payments accounts identifies the degree of autonomy of an economy to foreign capital, and the space to the adoption of domestic economic policies.
