¿A quién benefician los créditos FAD? Los efectos de la ayuda ligada sobre la economía española

Abstract

Los créditos del Fondo de Ayuda al Desarrollo (FAD) son el instrumento español de ayuda al desarrollo de forma ligada. Esta práctica está sometida a la “paradoja del enriquecimiento del donante”, pues se fomentan sus exportaciones al obligar al país receptor a devolver el crédito comprando bienes y servicios del donante. Mediante estimaciones basadas en datos de panel, el trabajo concluye que esta paradoja es aplicable al caso español. Los resultados muestran que los FAD influyen por sí mismos en la evolución de las exportaciones españolas, después de aislar su posible influencia a través de otras variables independientes. Además, se comprueba que la serie de las exportaciones a los países potencialmente receptores de créditos FAD ha sido significativa a la hora de aprobar los proyectos con cargo a dicho fondo. También hay casos de países en los que los dos efectos anteriores se dan simultáneamente. Por último se prueba que los FAD aumentan la deuda externa del país receptor a medio plazo. Por su naturaleza fungible, los FAD aminoran el nivel de endeudamiento en el primer año de su recepción, pero a partir del tercer año y hasta el quinto, su efecto sobre el incremento de la deuda externa es significativo.
