Cooperación española: desafíos para una nueva legislatura

Abstract

En apenas tres décadas España alteró de forma notable su posición en el sistema internacional. En 1977, España era todavía una economía receptora de ayuda oficial al desarrollo (AOD); treinta años más tarde, en 2007, se conforma como el séptimo donante del mundo, aportando el 5,5% de los recursos de AOD del Comité de Ayuda al Desarrollo (CAD) de la OCDE (algo más de 5,7 mil millones sobre un total de 103,6 mil millones de dólares). El limitado tiempo en que se realizó semejante transformación explica alguna de las deficiencias del sistema español de cooperación, entre las que se encuentra su frágil consolidación estratégica y su todavía limitada capacidad técnica y de gestión. Parte de esas deficiencias parecen en vías de corrección como consecuencia del proceso de intensa reforma que está viviendo la política de cooperación en los últimos años. No obstante, todavía hay carencias que pueden comprometer el futuro. Situados al inicio de una nueva legislatura, conviene afrontar esas limitaciones como los más inmediatos desafíos.
