Efectos del Tratado de la Unión Europea en el gasto militar: eficiencia o descapitalización

Abstract

Este trabajo tiene por objeto determinar el efecto que el Tratado de la Unión Europea (TUE), tanto a través de la Política Exterior y de Seguridad Común (PESC), como de los criterios de convergencia nominal, ha producido sobre el gasto militar español y su eficiencia. El primer paso en este análisis pasa por construir un indicador que permita medir la "calidad" del bien público Defensa y evaluar esta variable en el seno de los compromisos de la Unión. Los resultados obtenidos muestran finalmente que los tensionamientos sobre el gasto militar afectan en mayor medida al capítulo de inversiones, y por consiguiente a la eficiencia de la provisión publica de la Defensa.
