Reconstructing Well-being After a Disaster: Bringing Public Service to Those Who Need Them Most in China

Abstract

Reflecting on lessons from international experience and on China's policy context, this paper aims to outline the analytical and institutional framework that would help make essential public services of adequate quality universally accesible and enjoyed by all citizens affected by the earthquake according to their needs. Specifically, this paper is offering a five-pillar framework to support successful reconstruction of essential social services in earthquake-affected localities. Given this focus, this paper effectively complements China's Master Plan for Reconstruction. Importantly, this focus makes the paper also relevant for other developing countries that may face the challenge of reconstruction after a disaster.
