Valutare gli effetti indesiderati dell'istituto della mobilitàsul comportamento delle impresee dei lavoratori
Abstract
La mobilita' e' un ammortizzatore sociale che ha il duplice scopo di sostenere il reddito dei lavoratori licenziati e di favorirne la rioccupazione. Sul primo versante e' prevista un'indennita' di mobilita' per alcune tipologie di lavoratori, mentre sul secondo si garantiscono sgravi fiscali alle imprese che li riassumono. I meccanismi della mobilita' possono tuttavia incentivare entrambi i soggetti a cambiare il loro comportamento in chiave opportunistica. In questo studio si stima l'effetto prodotto dalle varie componenti della mobilita' su tali comportamenti, utilizzando dati relativi provincia di Torino nel periodo 1997-2003. Sul lato delle imprese, l'analisi rivela che una percentuale non irrilevante di aziende, allo scopo di godere degli sgravi contributivi, licenzia e riassumere a breve distanza i propri lavoratori, cambiando ragione sociale o partita IVA. Sul versante dei lavoratori, sfruttando la presenza di lavoratori indennizzati e non indennizzati, l'analisi evidenzia un plausibile effetto negativo del godimento dell'indennita' sulla probabilita' di rioccupazione. Tale effetto disincentivante si intensifica al crescere dell'eta' , essendo trascurabile per i ventenni e fortissimo per gli ultracinquantenni. Questa interazione tra eta' ed effetto disincentivante in termini di reimpiego e' favorita dal disegno della politica, che prevede un progressivo prolungamento del periodo di percezione dell'indennita' per i lavoratori meno giovani, fino ad un sostanziale traghettamento verso la pensione per gli over 50.Download Info
