Abstract

Although much ICT-related innovation activities take place in non-ICT industries, it has hitherto been difficult to measure the extent of such activities in a quantitative and comparative way. Most ICT -overviews have used traditional producer-focused classifications (like net employment in manufacturing of office machinery) and thereby ignoring the large and widespread activities in ICT user industries.This paper uses a new empirical approach to determine the extent of ICT in the economy. The method used is identifying and quantifying employees with formal ICT competencies by respect to company sizes, regions and industries. This method, based on register data, provides us with a completely new approach to understanding the use and extent of ICT in also ICT user industries and not least in public sector, of course in addition to providing a more realistic picture of ICT activities in regular ICT industries as well.
