Les effets macroéconomiques du Contrat unique d’insertion

Abstract

Nous proposons ici une réflexion prospective sur l’efficacité du Contrat Unique d’Insertion (CUI) lorsque sont pris en compte les effets sur l’équilibre du marché du travail. La majeure partie des évaluations existant pour d’autres contrats aidés omettent cet aspect alors qu’il est justement susceptible d’en renverser les conclusions en termes d’analyse coûts-bénéfices. Des effets de substitution, de congestion et d’externalités de financement apparaissent et appellent à un meilleur ciblage des dispositifs. En outre, il est probable que l’efficacité des contrats aidés puisse varier au cours du cycle. Nous apportons sur ce point quelques éléments. Enfin, nous discutons les méthodes permettant empiriquement d’évaluer un contrat comme le CUI.
