Abstract

À six mois su Sommet de Copenhague sur le changement climatique, les États-Unis et l’Union européenne doivent donner l’exemple de politiques ambitieuses pour ouvrir la voie à un accord proche du consensus scientifique, fédérer autour de cet accord les pays développés, afin finalement de convaincre la Chine et les pays émergents d’accepter un mode durable de développement économique garanti par des cibles contraignantes de réduction d’émissions de gaz à effet de serre. La crédibilité des engagements américains et européens contre le changement climatique est donc la clé du succès de Copenhague. Or, cette crédibilité fait aujourd’hui défaut. Avec le « paquet climat-énergie », l’Union européenne a conclu un accord passoire, très en retrait par rapport à ses ambitions du printemps 2007 et dont l’efficacité écologique paraît douteuse. L’administration Obama s’emploie de son côté à donner des gages à ses opposants et partisans qui, mis ensemble, rendent irréalistes, voire virtuels ses engagements. Ce « grand bluff » de l’UE et des États-Unis pourrait avoir des conséquences catastrophiques (...).
