Abstract

Dans le cadre de l’évaluation économique du programme présidentiel, l’OFCE publiait le 30 juin dernier un policy brief évaluant les effets redistributifs de la mise en place d’un prélèvement forfaitaire unique (PFU) de 30% tel que proposé dans le programme du candidat Emmanuel Macron. Nous établissions que le coût budgétaire de la mesure était d’environ 4 milliards d’euros en année pleine. Les équipes du candidat annonçaient quant à elles un coût budgétaire quasi nul. Dans un entretien au journal Les Echos en date du 12 septembre 2017, le ministre de l’Economie et des Finances jugeait notre évaluation « fantaisiste et exagérée ». Dans ce contexte, il paraît nécessaire d’opérer un éclaircissement. [Premier paragraphe]
