Abstract

Les périodes électorales sont des moments propices pour analyser la politique économique suivie et décider des inflexions nécessaires. Toutefois, l’état actuel de la construction européenne rend ce moment démocratique particulier. La politique monétaire de la zone euro a été confiée à la Banque Centrale Européenne (BCE), indépendante. Les politiques budgétaires sont décidées par les gouvernements nationaux. Cependant, elles doivent se situer dans le cadre du Pacte de stabilité. Ainsi, la France, comme ses partenaires, doit-elle présenter chaque année un programme de stabilité, décrivant la politique budgétaire qu’elle envisage de suivre pendant les quatre prochaines années ; ce programme doit suivre les Grandes Orientations de Politique Économique (GOPE) ; en particulier, il doit comporter le retour à l’équilibre des finances publiques (...).
