西漢帝國均輸平準制度的經濟分析

Abstract

均輸平準制度是西漢帝國重要的財經政策，此制度所涵蓋的各類措施 與演變過程頗為繁複。本文只聚焦於為節省運輸成本而實施「以徵收代金取代課 徵實物」的均輸制度，以及為穩定物價所採取「賤買貴賣」的平準制度。文中設 立一個簡單的完全競爭式的需求供給模型，來表現這兩制度的一些主要特色，分 析它們對物價、人民租稅負擔與政府稅收的影響，並詮釋這些影響背後的經濟邏 輯。
