L’efficience du développement humain dans les pays de l’Afrique Subsaharienne

Abstract

Dans cette étude, nous appliquons la méthode du Data Envelopment Analysis (DEA) pour évaluer l’efficience en développement humain des pays de l’Afrique subsaharienne. Notre but est de voir si certains de ces pays se sont démarqués dans une bonne gestion du développement humain. Pour cela, l’évaluation de l’efficience est faite à deux niveaux. Premièrement, nous évaluons l’efficience des administrations dans la gestion des ressources publiques affectées à l’éducation et à la santé. Deuxièmement, nous évaluons l’efficience de la population dans utilisation de son potentiel humain pour générer des revenus. Les résultats montrent que les pays de l’Afrique subsaharienne sont globalement moins inefficients dans la gestion des ressources allouées à l’éducation et à la santé que dans l’utilisation du capital humain par la population. En outre, l’utilisation optimale des ressources aurait permis à certains de ces pays de quitter le groupe des pays à IDH faible, pour se classer parmi les pays à IDH moyen. Ainsi, la bonne gestion du développement humain pourrait être pour ces pays, un facteur de développement économique et social.
