Abstract

Отчет является продолжением исследований, проводимых лабораторией в 1991-1993 гг. На этот раз объектом исследований являются теоретические основы создания экономического механизма управления выбросами озоноразрушающих веществ. Охрана озонового слоя планеты - проблема глобальная, носящая международный характер, поэтому эта проблематика стала профильной в 1993 г. в лаборатории, занимающейся экономическими проблемами регулирования трансграничного переноса загрязнений. В работе анализируется современная экономическая и экологическая (в отношении основных источников выбросов озоноразрушающих веществ) ситуация в России и зарубежный опыт внедрения методов стимулирования конверсии на озонобезопасные вещества. Предлагается экономический механизм охраны озонового слоя, который может быть использован в качестве составной части Российской национальной программы по защите озонового слоя.
