Целевые Ориентиры Модернизации И Создание Новых Рабочих Мест

Abstract

Обоснована необходимость целенаправленной государственной поддержки отраслей, формирующих максимальные мультипликативные эффекты для создания рабочих мест и экономики в целом, а также усиления государственного регулирования рынка труда. Разработаны предложения по совершенствованию программ диверсификации моногородов и градообразующих предприятий и государственной целевой миграционной программы, направленной на защиту рынка рабочей силы от конкуренции со стороны мигрантов. Показана необходимость активизации политики создания рабочих мест в малом бизнесе, возобновления практики налоговых льгот для компаний, инвестирующих средства в создание рабочих мест, расширения сферы приложения труда в сельской местности и восстановления связи между образовательными учреждениями и работодателями.
