Immigration and income-support schemes in Germany, France and Italy. A preliminary comparison

Abstract

This paper addresses the link between immigration and poverty by comparing income-support schemes in Germany, Italy, and France. Generous welfare states are notable because of low poverty rates, but also minimal differences between key sub-groups, such as men and women, natives and immigrants. Differences in poverty among social groups are important, because they shape public attitudes about poverty (Waldfogel, 2001). Because of immigration’s high political salience in Europe, it is important to understand how well states minimize immigrant/native-born poverty gaps. The aim of this paper is to reach a preliminary understand of whether and to what extent the immigrant population is included in public policies tackling poverty in three Western European countries. The paper begins by giving the historical background of immigration in each country and then goes on to analyze the income-support schemes and its effectiveness on the migrant population. It concludes by pointing out differences between these schemes, as well as the common problems pushing the immigrant population in a disadvantageous position.
