Abstract

Статья посвящена анализу концептуальных основ развития федеральной контрактной системы как неотъемлемой части общественного регулирования,обеспечивающей эффективное управление государственными ресурсами. В статье рассматриваются проблемы перехода к новому "качеству" системы закупок, повышению их инновационной активности, даются предложения по формированию институциональной базы федеральной контрактной системы и механизмов регулирования закупок. отвечающих потребностям в инновационном обновлении экономики России. This article covers the analysis of a conceptual basis of the development of the Federal Contract System as an integral part of society's regulation,which ensures an effective management of state resources. It examines problems of transition to a new "quality" of the purchase system,growth of its innovation activity,also this article gives some suggestions on a formation of an institutional base of the federal contract system and a mechanism of a purchase regulation,which meets the reguirements in innovate economic renewal.
