Abstract

В монографии обоснованы принципы, особенности и направления сбалансированного развития земельно-имущественных отношений и инвестиционной деятельности в городах. Исследуется городской земельно-имущественный комплекс как единая система земельных ресурсов и вещественных элементов национального богатства. Выявляется и анализируется социальная экономическая результативность сложившихся земельных отношений. Рассмотрены проблемы, снижающие эффекты от развития земельно-имущественных отношений, вопросы распределения земельной ренты в городах, выкуп земли приватизированными предприятиями, управление земельными отношениями посредством государственных целевых программ, использование государственных земель посредством казны. Особое внимание уделяется исследованию земельной ипотеки как фактора активизации инвестиционной деятельности в городах. In the monograph principles, features and the directions of the balanced development of the ground and property relations and investment activity in the cities are proved. The city ground and property complex as uniform system of ground resources and material elements of national wealth is investigated. Social economic productivity of the developed ground relations comes to light and analyzed. The problems reducing effects from development of the ground and property relations, questions of distribution of a ground rent in the cities, earth repayment by the privatized enterprises, management of the ground relations by means of the state target programs, use of the state lands by means of treasury are considered. The special attention is given to research of a ground mortgage as factor of activization of investment activity in the cities.
