[The Major Precondition for Russia's Successful Modernization]

Abstract

В докладе обосновано, что проблема ускоренной модернизации России может быть решена только при главном условии - если будут получены новые знания, которые позволят определить объективные причины и эффективные механизмы выхода из системного кризиса, охватившего все стороны развития человеческой системы. Автор раскрывает причины возникновения системного кризиса с помощью нового методологического инструментария. На всем многовековом пути развития человеческого сообщества существуют только две парадигмы развития человеческой системы. Циклы, кризисы, хаос и все негативные явления - естественный продукт второй опосредованной парадигмы развития. И фактор времени здесь играет самую негативную роль. Эффективное средство устранения диспропорций, десинхронизации всех процессов во времени и в пространстве может быть найдено только при условии синхронизации отношений производства и потребления и согласования интересов с каждым конкретным человеком по всему кругу его духовных и материальных потребностей и удовлетворять потребности, не производя ничего лишнего, по его заказу. Новая модель жизнеустройства на каждом местном уровне - это в то же время прежняя первая парадигма развития, основанная на непосредственной взаимосвязи между производством и потреблением, но на новом высотехнологичном уровне. The paper substantiates the statement that the problem of Russia's accelerated modernization can be only solved if the major precondition is fulfilled - that is, if new knowledge is obtained, which would help to identify the objective causes of, and efficient mechanisms to overcome the systemic crisis that hit all facets of the human system development. The author discloses such knowledge by means of the new methodological toolkit and shows reasonably that in the whole multi-century course of human community development there have been only two paradigms of the human system development. Cycles, crises, chaos and all negative phenomena are a natural product of the second, indirect, paradigm of development. In this case, the factor of time plays a most negative role. An efficient means to eliminate disproportions and desynchronization of all processes in time and space can be found provided only that production-consumption relations are properly synchronized, and interests are agreed with each specific human individual within the whole range of his/her spiritual and material needs, while goods and services that would satisfy the given needs would be produced under the given individual's order, without manufacturing anything redundant. At each local level, the new lifeorganization model at the same time represents the former, first development paradigm based on direct interconnection between production and consumption, but elevated onto the new, high-tech level.
