Abstract

The research work is devoted to the analysis of the practice of forming personnel reserves, determining the conditions and factors affecting the level of maturity of the reserve as an integrated personnel technology, as well as the possibilities of forming a single multi-level reserve of the public administration system. In the course of the study, approaches to the formation of various types of personnel reserves are analyzed, a model for assessing the level of maturity of the personnel reserve as a single cycle is presented, the possibilities of forming a single reserve in the sphere of public administration are determined, a methodology for the formation of a single personnel reserve in the public sphere as an ecosystem is presented, mechanisms that ensure the connection of a manager's career with the results of personal and professional development. The results of the study confirm the possibility and prospects of using the dynamics of personal and professional development in the formation of career trajectories of reserve participants.
