Abstract

The paper discusses the main models and mechanisms that provide budget financing for higher education institutions. It analyzes the sources from which universities receive income, tools and procedures for budget financing, approaches and principles for building models on the basis of which the allocation of budget appropriations by a higher education institution is carried out.
