Abstract

The paper examines the main results, consequences and risks of the reforms carried out in recent years in Russian higher education. In particular, the consequences and risks of the introduction of the USE for the development of regional HEIs, the problems associated with monitoring the effectiveness of HEIs and the transition to higher education for normative per capita financing are analyzed.
