Influence of system of strategic management on quality of budget process in Russia

Abstract

In the last decade, the Government of the Russian Federation purposefully progress towards transition to the system of strategic management and translation of the budget system, all levels of government long-term planning cycle, which should increase the predictability of fiscal policy and accordingly the formation of conditions for sustainable economic development of the country. In line with this work lie and the ongoing attempts to create a logical hierarchical chain of documents of long-term planning in order to reduce conflict within the budget process.
