Abstract

The work shows results of scientific analysis of public services, due to the importance of the qualitative state of institutional education in the development of Russian society. Based on comparative analysis conclusions on new meanings and development vectors phenomenon of "administration" in public services, which should be considered especially in the context of the modernization process in modern Russia. Developed in this regard eight concepts, interpreting these findings, in fact, are the conceptual bases of the updated model not only institute administration, but also the scope of public services. Justified priority in the corresponding complex evaluation study of the phenomenon "social expectations." An important result of solving this problem was the disclosure of the role of social expectations of the citizens regarding the quality of public administration in the area of ​​public services, from which much depends not only on the quality of services, but also mutual trust of the state and the population.Classification-JEL: R00, Z0
